DIRECTOR OF THE REFORM SUPPORT TEAM DISCUSSES TRANSPORTATION SECTOR REFORM WITH THE SE MBA

Iryna Koshel, director of the Reform Support Team and MIM-Kyiv’s SE MBA delivered a guest lecture followed by the discussion to the first-year SE MBA class. Her main points for the discussions were as follows:

-      Internal water transportation reform aimed at the new transparent system of rules. The appropriate law was adopted by the Verkhovna Rada (the Parliament). On one hand, the supervision is more severe. The system similar to the flight radar is planned to be launched soon to track all the vessels in real-time. On the other hand, vessel registration will be deregulated. Streambed degradation and launch of river port hubs are other instruments to promote transportation;

-      Overland is planned to be developed through public-private partnerships. Six state road sections can be granted a concession. Safety audits and weighing the vehicles will be fully implemented. Mandatory vehicle inspections at the certified car repair shops will be introduced and kept a record of. Taxi rides will also be regulated to secure passengers’ safety, social security for drivers and grow the market;

-      Railways will be reformed as well. Freight traffic and passengers’ transportations will be separated and several terminals will be granted concessions;

-      18 airports are planned to be built and put into operations. The European Common Aviation Area agreement will be signed and implemented, air carriage deregulated and pilotless vehicles legal issues will be solved.
